An ATF is a site that holds an environmental permit allowing it to accept, depollute and destroy end-of-life vehicles under the End-of-Life Vehicles Regulations 2003. In England those permits are issued and enforced by the Environment Agency; in Wales by Natural Resources Wales, and in Scotland by SEPA.
The practical consequence for you is simple. If the site taking your car is not an ATF, your car has not been legally scrapped — whatever you were told, and whatever you were paid. The vehicle stays registered in your name, and the liability that comes with it stays yours.

Crushing is the last step, not the first. Before any part of the shell is flattened, the vehicle has to be depolluted on an impermeable, sealed surface with drainage and spill containment. That means removing, in a controlled order:
Once the vehicle is depolluted it is no longer classed as hazardous waste, and the shell can be crushed, baled or shredded. The steel, aluminium, copper and other metals are separated and sold on for re-melting; plastics, glass and rubber go into their own recovery streams.
The End-of-Life Vehicles Regulations set recovery targets that ATFs are required to work to across the vehicles they handle — a minimum of 95% recovery and 85% reuse and recycling by average vehicle weight. In practice this is why an ATF looks more like a processing plant than a scrapyard.

None of this means a comparison site is a scam. It means the quote you are given is not necessarily the price you get, and the company that turns up is not the company you dealt with. If that matters to you, deal with an ATF directly.

Only an ATF can accept an end-of-life vehicle for destruction and issue a Certificate of Destruction. If an operator cannot tell you they are an ATF, they cannot end your legal responsibility for the car.
Ask for their environmental permit number and the address of the permitted site, then check it against the Environment Agency public register of environmental permits. A genuine ATF will give you both without hesitation. Be wary of any operator who will only meet you away from their site, will not name an address, or offers to pay cash.
Yes, in England and Wales. The Scrap Metal Dealers Act 2013 made it an offence for a scrap metal dealer to pay cash for scrap metal, which includes end-of-life vehicles. Payment must be traceable — normally a bank transfer or a cheque. An offer of cash is a signal that the operator is not working within the law.
It is depolluted first. Fuel, engine oil, gearbox and transmission oil, coolant, brake fluid, air-conditioning refrigerant and screenwash are drained on a sealed, impermeable surface. The battery, airbags and pyrotechnic components, catalytic converter, tyres and any mercury-containing components are removed and handled separately. Only then can the shell be flattened, crushed or shredded and the materials sorted for recycling.
No. You hand the vehicle over at collection, it is destroyed at the permitted site, and the paperwork is completed on your behalf. What you should insist on is the Certificate of Destruction afterwards — that is your proof the process was completed properly.
